In flood insurance, a building generally means a structure that has two or more rigid exterior walls and a fully secured roof, and is affixed to a permanent site.

Under NFIP rules, a manufactured home (also called a mobile home) can qualify as a building when it is built on a permanent chassis, transported in one or more sections, and affixed to a permanent foundation.

In some cases, a travel trailer can also qualify as a building if it has no wheels, is built on a chassis, is affixed to a permanent foundation, and is regulated under the community’s floodplain management and building ordinances.

A building does not include a gas or liquid storage tank, a shipping container, or a recreational vehicle or park trailer, except for the specific travel trailer situation described above.
